I got a simple set of instructions and in fact built three of these after I was so satisfied with the first one. I got my schematics and detailed instructions from http://www.ebooksreviewed.info/earth4energy and was on my way in no time, check it out if you're interested.
References :
http://www.ebooksreviewed.info/earth4energy

Earth4Energy looks promising. There are a couple of other products out there as well. I found one called Poor Man's Guide To Wind Power And Battery Systems and blogged about it last month. This guy promises to show you how to make a 1,000 watt wind turbine for less than $150.00 and a 3,000 watt wind turbine for about $220.00. The smaller one is probably what you're looking for.
References :
http://residentialwindturbine.blogspot.com
