The Federal Tax credit used to be a $2000 bottom line credit, but that was changed int the $700 billion stimulus package to a 30% bottom line tax credit, which made solar so much more affordable. This was signed into law by Bush, Obama did the ones affecting HVAC products.

Here in CA, the local utilities also offer a rebate based upon the wattage of the system being installed.

If your power is on a tiered payment system, where the cost of the power goes up based on the amount you use, then it is important to size the solar array properly. A system that produces 50% of your usage will most likely reduce your power bill by 75%. It is rare to need a 100% system.

DO NOT lease a solar system. Those programs are a rip-off. Do the math carefully and you will see how.

Also if looking at solar, get the panels that have a built in inverter, that type of solar array is less affected by shading issues.

I hoped this helped and thank you for going green.
References :
I am a Solar and HVAC contractor

Obama has nothing to do with it

During the Bush administration the 30 percent federal tax incentive was put back in place for renewable energy.

Ask your accountant.

Local incentives might aslo apply
