Part of the tax money from this program will be set aside.It will be taxes from the working sector that can afford to or will struggle to pay their electric bill and will be given to welfare or low income people that will not pay their bill because the messiah again has spread the wealth to take care of them. More incentive to let the government take care of the Obamanites.
