I live in massachusetts and we have a law preventing utility companies from cutting power during the winter months, anyways not only did they violate this law but 4 days after my bill was paid in full they shut off power to my house, when I called to report in they said sorry we turned it off in error.
It depends on what the reason was for shutting off your power. I was a customer service manager for a major utility in Massachusetts for 15 years, and we were very careful about shutoffs during the winter. I also know the laws inside and out for that state.
