Your situation could be easily resolved by setting up a payment plan. You need to call and discuss that with someone. If you’re just ignoring your bill though, then yes, they can and will shut off your power and water on a weekend. The billing office and customer service lines may not be available on weekends, but there are people working on weekends. All it takes is a press of one button to shut you down.
