Many times the language you use with a utility representative makes a big difference.  To say you want to delay the payment of your bill may make for an automatic refusal where suggesting a payment plan to start in a week may be acceptable.  Also usually it is better to pay something than nothing even if you expect to make a full payment at a later date.
